Short White Skirt, Flat Ballet shoes, shirt, and question about eyeliner.?

Hey you guys, I'm looking for a cute white short skirt, i kinda need it to be cheap and something i can get easily. I would also be really happy if you guys could put a link to those flat ballet shoes. and a shirt to go with the skirt. the skirt has to be made out of fabric though. not white jeans. xs. thanks so much you guys. btw, do you guys think that liquid eyeliner is easier to put on or pencil? which do you guys use and which looks the best? sorry my question is so long thanks so much for your help.

eyeliner- i prefer solid pencil. its less messy. and doesnt smudge as easily. :P

And yea liquid is easier....but pencil looks better!!
I'm not sure where you can get the skirt but pretty much every store is selling flats right now. I think really cheap stores like Wet Seal and Rave have them. And as for eyeliner, I use a pencil. The liquid kind goes in my eye after I put it on my lower lid.
I think liquid eyeliner is harder to put on it can look very messy if you don't have a steady hand and it seems to gather in the corner of you eyes in a black goop after a while; plus pencil has a better look I think.
hey i bought two white skirts like a year ago (both really cute and not jean material) from forever 21, which is a cheap store...you can check online or go to one of their stores which you can find in many malls. as for a shirt to go with the white skirt, i personally prefer a navy blue color...i think it's classy and stylish. you can get a cute shirt nearly anywhere in that color. and you can wear subtle gold jewelry to go with it. here's a link to ballet flats: http://www.urbanoutfitters.com/jump.jsp?...

and about the eyeliner, pencil is easier to apply than liquid, but i personally prefer MAC's gel fluid eyeliner in blacktrack which stays put and is great to make either a thin or thick line (well get a nice brush to go with it).

i HATE pencil eyeliner.. but the liquid can get messy if you dont have a sterdy hand

(by pencil eyeliner i mean the one you sharpen)

so i use Revlon colorstay

it twist(s) up so you dont have to deal with it getting dull or anything...

about the outfit.. i see that bunches of others have suplied you with good information for that!

Well for the skirt and shirt go to Ross Dress for Less (a store). Ballet shoes, payless. Pencil eyeliner is easier to put on and if you do it right looks better!
liquid eyeliner is personaly very hard to use and looks too perfect. I use pencil so that i can have that smokey i look. Also the liquid hurts my eyes and makes them tear up so im pencil 100 % all the way.
