I am trying to build a ballet bar for exercise.

Let me just add in that if this is a barre for your personal use, you should custom design it to be the height that suits you. When doing ballet, you should make sure your shoulders are down and back, and that you're standing with nice straight posture. Since you're creating the barre for your use, put it at a height where you aren't compromising good posture just to touch the barre. You would want it to be at the height (it all depends on how tall you are) where you aren't hunching over just to reach it, but aren't reaching up and causing your shoulders to come up.

I am 4' 7" and thee are usually two bars a lower one and a taller one. the taller one is about to my nose 4'3" and the lower one is usually 3' 8"

It's a little bit above your hips. In the middle of your rib cage. Put in 2. One over the other. I dance with a company 4 days per week and the bars are layered.
i would put it about 4 or 5 inches above your waist. But you can put it at any height thats comfortable for you.
they stop at like your stomach but it depends on hw tall you are!!
however high you want it to be. Alot of ballet barres are adjustable so that you can adjust them to the height that is right for you.
it should be about 2 higher than your belly button
